A temporary water access agreement has been reached between Pueblo West, the Colorado Bureau of Reclamation, Colorado Springs Utilities and Pueblo County. All parties have concurred with maintaining current access to the Northern Outlet Works for water delivery into Pueblo West. Water will continue flowing from the Southern Delivery System (SDS) Northern Outlet Works for a 30-day period of time with the option for 30-day continuations as necessary. This agreement will ensure continued water delivery and facilitate needed repairs to Pueblo West’s 24-inch South Outlet Works pipeline.
There are no changes to the February 19th agreement. Terms and representations are listed below:
- Emergency Use. The alternate use of the North Outlet Works connection is required by the urgent need to shut off water deliveries into Pueblo West’s 24-inch pipeline from the South Outlet Works in order to diagnose and repair a leak that has occurred in that pipeline from the South Outlet Works. Use of the North Outlet Works connection would allow continued water deliveries to Pueblo West through that pipeline above the leak.
- Temporary Use. For now, the use of the North Outlet Works connection is to be temporary, up to 30 days from the start of use, or longer as needed for the repairs with 30 day extensions upon notice by Pueblo West to the Parties.
- Monitoring of Water Usage. BUREC, however, requested Pueblo West to account for and report to BUREC the amounts of water delivered through the North Outlet Works during this temporary usage.
- Safety. In response to my question, assurances were given that the temporary delivery of the water to Pueblo West through the North Outlet Works connection could be operated safely.
